What is the difference between 15-30R and 15-30P?

The letter is the device: 15-30R is the receptacle (outlet), 15-30P is the plug on the cord. Both share the same configuration — 3Ø 250 V, 30 A, 3-pole 4-wire grounding.

Does NEMA 15-30 have a neutral and a ground?

No neutral — the 3Ø 250 V rating means the circuit runs line-to-line with no neutral. It carries an equipment grounding conductor (the extra wire beyond the poles).
